Monitor cycle in a slow on/off flicker

Dell Monitors can get very confused when a docking station is also
present.  They can start flick on/off repeatally.  This often happenes
after they have been on for a long time (overnight) and you then do some
xrandr changes to re-configure them (on login).

So far the only solution is to repeat the xrandr monitor changes
(which asked the monitor to reset again), when it happens.

Turn off when Idle.

Monitors also may not turn off when computers are idle.
You can however force them to turn off by asking twice wit a short delay.

  xset dpms force off
  sleep 10
  xset dpms force off

So if you can somehow figure out how long a machine is idle, you
can force them to turn off after a specified period of time.
